Since 2367, the date which saw hostilities end between the Cardassians and the Federation, Starfleet is confronted with a very thorny problem.   Because of inhuman treatment inflicted upon Bajorans by Cardassians, many sympathetic Starfleet crew members, including some captains and other high-ranking officers, desert and become renegade.
